Boston City Charter is amended.

The changes were recommended by a commission made up of the chairman of the Board of Aldermen, the president of the Boston Common Council, and three representatives appointed by the Mayor. They separate the executive and legislative functions of government, increase in the power of the executive branch, and a reduce the number of city departments. Legislation approving such changes is approved without a referendum by voters.
